The $19 billion investment authorized under the American Recovery and Reinvestment Act’s (ARRA) HITECH program is a landmark opportunity to catalyze clinical and operational improvement in your organization through the meaningful use of health information technology. A cornerstone of the ARRA program is the universal adoption of evidence-based inpatient treatment facilitated by computerized physician order entry (CPOE) systems. Computer-aided ordering promises gains in clinical quality, regulatory compliance and healthcare cost control. Yet, CPOE implementation is among the most ambitious technological improvement efforts in modern healthcare. Its scope, complexity, technical challenges and human factors have limited adoption to the ‘Most Wired’ elite. Dr. Russ Cucina will share the essence of the ARRA specifications as outlined by the HIT Policy Committee regarding electronic order entry as well as the quality measures and expected outcomes detailed in their latest work.
 
Dr. Aaron Rosenberg will demonstrate the effectiveness of a non-enterprise automated admissions decision support (AADS) tool, Order Optimizer, to meet 2011 requirements. Designed by hospitalist physicians at Intercede Health, Order Optimizer is an AADS system that provides comprehensive electronic support for merged order set creation using evidence-based protocols. Physicians benefit from more than 180 diagnoses-specific order sets generated in less than one-third the time required for manual order entry. Unlike enterprise CPOE systems designed for on-going order management throughout the patient stay, Order Optimizer is primarily focused on admission orders to establish an evidence-based care plan — when the majority of orders are created and the tenor of care established. Subsequent changes to treatment follow established hospital procedure, whether paper based or electronic, and never require a physician to log-in to edit orders online. Dr. Rosenberg will discuss clinical user experience with Order Optimizer as well as the controls gained by hospital administration in driving evidence-based results. Budgetary, implementation and technical advantages will be illustrated with user experience.
